David J. Hayes is one of the top environmental and natural resources attorneys in the country and is the head of the State Energy and Environmental Impact Center at the New York University School Of Law. Before that, he did two stints at the Interior Department as the Deputy Secretary and Chief Operating Officer under Presidents Clinton and Obama.
