DENVER—President Trump is expected to travel to California on Wednesday to sign a ceremonial order lowering water levels in the San Francisco Bay Delta at the request of special interests, including the largest former client of Interior Secretary David Bernhardt, Westlands Water District. The order, which goes against the advice of Interior Department scientists, will cause irreparable harm to endangered fish, including the delta smelt.The Center for Western Priorities released the following statement from Executive Director Jennifer Rokala:
